Perc tests and septic feasibility in Utah.

No sewer line means the ground itself has to treat the waste, and not every parcel can. Before you buy raw land or commit to a build, this is how Utah decides whether the soil can take a septic system, and how to find out while you can still walk away.

The short answer


Can this ground take a septic?

Out where there is no sewer line, a home's waste goes into an onsite septic system, and that system only works if the soil under it can absorb and treat the water. So before you buy bare land or commit to building, you find out whether the ground can do the job. In Utah that answer comes from a feasibility determination: a certified professional digs a soil pit, reads the layers, and where the reviewer asks for it, runs a percolation test to measure how fast water moves through. The local health department reviews the results, and only then can a system be designed and permitted. If the soil passes, a standard drainfield works. If it does not, you are looking at a pricier engineered system, or a parcel you cannot build on the way you hoped.

The reason to do this before you own the land, not after, is simple. The answer is invisible from the driveway, and it is not something a seller fixes for you. A parcel with shallow bedrock, a high water table, or tight clay can look identical to the perfect lot next door. The feasibility path


The order it actually runs.

Every rural build starts here, and the order barely changes. Run it inside the due-diligence window your contract gives you, because certified evaluators and backhoes book out.

  1. Ask what is already on record

    Land that was tested or subdivided before may already have a soil evaluation, a permit, or a subdivision feasibility review on file with the health department. Ask first; it can save you a test. Buying on an existing system.

  2. Hire a certified soil evaluator

    The testing has to be done by a Utah-certified onsite wastewater professional, certified through the state to read soil and run perc tests, not just any excavator with a backhoe.

  3. Dig the soil pit and read the profile

    A pit is dug several feet down so the evaluator can log the soil layers and find the two things that end most builds, bedrock and the seasonal high water table.

  4. Run the percolation test if the reviewer asks

    Where the health department wants a rate, a perc test times how fast water drops in the most restrictive layer. It cannot be run into groundwater or rock, which is why the pit comes first.

  5. Let the health department review and permit

    You cannot design or install anything until the local health department accepts the results and issues a permit. In the five southwestern counties that department is the Southwest Utah Public Health Department.

  6. Match the system to the soil

    Good soil gets a conventional gravity drainfield. Marginal soil means an engineered mound, evapotranspiration, or aerobic system that costs more, which is a number to have before you close on the land. What else the parcel needs.

  7. Write feasibility into the offer

    On raw land, make the purchase contingent on a passing feasibility determination inside your due-diligence window, so an unbuildable parcel lets you cancel and generally keep your earnest money. Buying land in Utah.

What is specific to Utah


The rule, and the word people get wrong.

Utah runs onsite wastewater under a single state rule, Utah Administrative Code R317-4, and your local health department administers it, not the state. In the five southwestern counties that is the Southwest Utah Public Health Department; elsewhere it is your own county's. The rule is also why the old question, will it perc, is the wrong one to lead with. Under R317-4 the primary tool is the soil evaluation, a pit dug deep enough to read the soil profile, find bedrock, and spot the seasonal high water table. The percolation test is something the reviewer can require on top of that, and it cannot even be run in a hole that reaches groundwater or rock. A parcel can be ruled out by the pit before anyone times water in a hole.

A few numbers from the rule decide most parcels. There has to be a cushion of suitable soil, on the order of four feet, between the bottom of the drainfield and both bedrock and the seasonal water table, so shallow rock or a high table is a hard stop. Ground steeper than about 35 percent is generally out. And the system has to sit back from things, roughly 100 feet from a culinary well and from a stream or pond, and clear of the property lines, which quietly shrinks the usable area on a small lot. There is no single statewide minimum lot size; what matters is whether a compliant drainfield, its setbacks, and room for a replacement field all fit on the ground you are buying. This is the same homework that drives whether a lot is buildable at all.

When the native soil is not there, Utah's rule allows engineered alternatives, a sand mound, an evapotranspiration bed, or an aerobic treatment unit, that can make marginal ground work. They cost materially more to build and to maintain, and some need power and yearly service, so they belong in your budget before you agree on price, right next to getting power and water to the parcel and the rest of a custom build. The ways a parcel quietly says no.

None of these are dramatic. They are the quiet ones that turn a dream lot into a surprise bill, and every one of them is knowable before you close.

Buying before you test

Closing on raw land with no feasibility in hand is the big one. If the soil fails after you own it, there is no drainfield, no build, and no seller to hand it back to.

Trusting an old perc number

A percolation rate from years ago, or from the wrong corner of the lot, is not a determination. Water tables move with wet years, and the reviewer reads the whole soil profile, not one hole.

Forgetting the replacement area

The rule expects room for a second drainfield when the first one wears out. A lot that fits one system but not its replacement can stall a permit even when the soil is fine.

What buyers ask about septic feasibility.

They are related but not the same. A soil evaluation is a pit dug deep enough to read the soil layers, find bedrock, and spot the seasonal high water table, and under Utah rule it is the primary tool. A percolation test measures how fast water drains in the most restrictive layer, and the reviewer may require it on top of the soil evaluation. A parcel can be ruled out by the soil pit before a perc test is ever run.

The testing is done by a Utah-certified onsite wastewater professional, certified through the state Division of Water Quality to evaluate soil and run percolation tests. Your local health department reviews the results, and only it can issue the permit to design and install a system. In the five southwestern counties that department is the Southwest Utah Public Health Department.

The common reasons are shallow bedrock, a high or seasonal water table, tight clay that drains too slowly, and slopes that are too steep, generally over about 35 percent. Utah rule wants roughly four feet of suitable soil beneath the drainfield and clear of rock and groundwater, so any of those conditions can push you to an engineered system or rule the site out entirely.

You are not always stuck. Utah allows engineered alternatives such as a sand mound, an evapotranspiration bed, or an aerobic treatment unit that can make marginal ground work. They cost more to build and more to maintain, and some need power and regular service, so price one out before you agree on the land.

It varies by site and contractor, but a soil evaluation and percolation test commonly run from a few hundred dollars to a couple of thousand. A conventional gravity system is usually in the single-digit thousands to install, while an engineered mound or aerobic system can run into the tens of thousands. Get a real quote for your parcel rather than a rule of thumb.

On bare land or a teardown where you plan to build, yes. Utah's purchase contract gives you a due-diligence window to investigate and cancel if what you find does not work. Writing feasibility into the contract means an unbuildable parcel lets you walk and generally keep your earnest money, instead of owning ground you cannot build on.
