  4. Summer: everyone draws it down

Outdoor watering is the biggest single use, so summer is when demand peaks and when conservation rules tend to tighten. The reservoir carryover left at the end of summer is the cushion for the next year.

    A water year comes down to two figures: how big the snowpack got, and how much water was still sitting in the reservoirs from the year before. A weak snow year is survivable if storage is high, and even a strong snow year cannot fully refill the largest reservoirs in a single season. Utah's water does not decline in a straight line. It whipsaws, and the last several years show the full range better than any long explanation. The state came through one of its worst droughts on record in 2021 and 2022, with reservoirs dropping and restrictions common. Then the winter of 2022 to 2023 delivered the biggest snowpack in the state's snow-survey history, roughly 200 percent of normal, which refilled most of the smaller and mid-sized reservoirs and pulled much of Utah out of the deepest drought, per the Utah Division of Water Resources. A couple of middling winters followed. Then the winter of 2025 to 2026 swung the other way and produced a record-low snowpack that peaked early, leaving the state bracing for a very lean summer, as reported by state water officials in early 2026.

So the honest version is not that Utah is steadily drying up, and it is not that the drought is over. It is that supply here is volatile, one big year can undo several dry ones for the reservoirs that fill quickly, and the biggest reservoirs move slowly enough that they need several strong years in a row to recover. This matters to a buyer in a grounded, practical way rather than a fearful one. Your tap will run whether the winter was big or small, because cities plan around exactly this kind of swing. The Great Salt Lake

Anyone reading about Utah water runs into the Great Salt Lake, so here it is without the drama. The lake is a terminal lake, meaning water flows in but only leaves by evaporation, so its level naturally rises and falls with how much snowmelt reaches it. Over the past decade it has trended low. It hit a recorded low of about 4,188 feet of elevation in November 2022, recovered somewhat with the big 2023 snow year, and closed 2025 at its third-lowest level on record, according to the Utah Division of Water Resources and U.S. Geological Survey gage data. In 2026 it peaked near 4,192 feet in the spring, about a foot below the prior year's high, and sat in the low 4,191-foot range by early summer. Water managers describe a healthy operating range as beginning around 4,198 feet, so the lake remains several feet below that mark.

For a homeowner, the lake is not a bill or a hazard you deal with directly, and it does not affect the water at your tap. Its importance is indirect: because a shrinking lake exposes dry lakebed and affects air quality, wildlife, and industry near the Wasatch Front, it has become the clearest single reason the whole state has leaned into water conservation. In other words, the Great Salt Lake is a big part of why the watering rules, the metering push, and the lawn-conversion rebates described below exist at all. Indoor use is fairly fixed, but outdoor watering is the part a household actually controls, and it is where nearly every conservation rule is aimed. The practical upshot is that your landscaping choices, more than anything inside the house, decide how much water your home uses and how exposed you are to summer restrictions.

Because outdoor watering is the biggest lever, Utah has put real money behind using less of it, and some of that money is available to you as a homeowner. The state runs a Landscape Incentive Program through Utah Water Savers, administered by the Utah Division of Water Resources, which pays homeowners a set amount per square foot to replace living lawn with water-efficient landscaping. It launched statewide in 2023, billed at the time as the first program of its kind in the country, and as of 2026 it has paid up to roughly three dollars per square foot depending on the project and the participating city. Eligibility and the exact rate depend on where you live, and you generally must apply and get written approval before you tear anything out, so check the current terms at Utah Water Savers before starting. Some local water districts layer their own rebates on top for things like smart irrigation controllers.

The other big shift is metering. Utah law now requires pressurized secondary-water connections statewide to be metered by 2030, with hundreds of millions of dollars appropriated to install the meters, per the Utah Division of Water Resources. For years, much secondary water was unmetered and effectively flat-rate, so people watered without seeing the cost.
