Kearns is a city now, and most of what runs it is older than that
Kearns spent sixty years as unincorporated Salt Lake County ground, became a township in 2002 and a metro township in 2017, and has been a city of the third class since May 1, 2024. Here is the part that matters when you buy: the young city sets a tax rate and elects a mayor and council, but your water, police, fire, permits, pools and library each run through a separate agency, most of them older than the city itself.
The short answer
Kearns has been a city of the third class only since May 1, 2024. Before that it was unincorporated Salt Lake County ground for six decades, a township from 2002, then a metro township from 2017. What that history left behind is the thing to understand before you buy: the young city sets a property tax rate and elects a mayor and council, but almost every service you actually use runs through a separate agency older than the city. Water and sewer come from an elected district that dates to 1957. Police come from the Unified Police Department, fire and ambulances from the Unified Fire Authority, building permits from the Greater Salt Lake Municipal Services District, the pools and park from the Oquirrh Recreation and Parks District, and the library from Salt Lake County. So the practical question at any Kearns address is not who to call at city hall, it is which of these bodies handles the thing in front of you, and the answer changes by function.

The short version above is the whole trick to a Kearns address: a young city sitting on top of a stack of older agencies, each service with its own front door. The city, incorporated in 2024, is the newest body on the list and the right first call for the fewest questions. The oldest is the water district. Residents voted the Kearns Improvement District into being in April 1957 to buy the water and sewer system the Army had built for Camp Kearns, and it now carries more than 13,500 connections across Kearns and parts of West Jordan, West Valley City and Taylorsville.
So before you assume a question goes to city hall, check the table below. For most of what a household deals with, a building permit, the water, the pools, a police or fire call, the answer is a regional body or a special district, not the city.

The city is rarely your first call. For water it is the Kearns Improvement District, for a permit or inspection the Municipal Services District, for the pools and the park the Oquirrh Recreation and Parks District. The City of Kearns handles the tax rate, the mayor and council, and the decisions a council makes, and it is younger than every agency above it.
Three elected boards behind one address
You vote for three local boards, not one
A Kearns address sits on three separate ballots, which most Utah addresses do not. You elect a city mayor and council. You elect the trustees of the Kearns Improvement District that supplies your water and sewer. And you elect the trustees of the Oquirrh Recreation and Parks District that runs the pools and the park. Three boards, three budgets, three sets of decisions, for a town of about 4.6 square miles.
The catch is that the three boundaries are not the same shape. The city line is one outline. The water district reaches past it into parts of West Jordan, West Valley City and Taylorsville, so some of the people voting on your water board do not live in Kearns. The recreation district draws its own area again. For a specific house, that means the only reliable way to know who provides what is to check the district lines against that exact address, because the postal address alone will not tell you.
It is worth doing before you make an offer. Two houses a few blocks apart can fall in different service areas, and that can change who you call and what lands on the tax notice. There is also a layer of contracting underneath: the Municipal Services District handles the planning and engineering, then hands parks upkeep, animal services and public works to Salt Lake County crews. A pothole here is a county crew on a city street, working under a district contract, a couple of steps further from a city hall than most buyers expect.
What cityhood did and did not do
What becoming a city in 2024 actually changed
House Bill 35 of the 2024 legislative session converted all five of Utah's metro townships, Kearns among them, into cities of the third class on May 1, 2024. The substantive thing it handed them was municipal taxing authority they had not held before. That is a real power, and it is narrower than the word city suggests.
The visible changes since have been civic rather than operational. The council adopted the official name City of Kearns by ordinance, with a seal and a logo. It redrew its voting map from five districts to four, effective February 1, 2025, because the new form of government elects the mayor at-large. And in November 2025 the town elected a mayor for the first time in its history, Jesse Valdez, sworn in on January 12, 2026, alongside a four-district council.
What did not change is the delivery model. Planning still runs through the Municipal Services District, policing through the Unified Police Department, fire through the Unified Fire Authority, water through the improvement district, recreation through the recreation district, and the library through the county. So both statements are true at once: Kearns is a city in the legal sense, and it did not build a set of city departments to match.
That is the honest summary for anyone moving here. Anything you read from before May 2024 that calls this a township was right for its date. Anything since that implies a full-service city hall has overshot. The city is real, its taxing power is real, and its everyday services still belong to the older agencies around it.
A town that solved every municipal function before it had a municipality was never going to celebrate cityhood by building six departments it had already handed off.

None of this needs to slow a purchase down, but a few checks save surprises:
- Confirm which water and recreation district lines your exact address falls in, since they can differ street to street and the postal address alone will not tell you.
- Route service questions correctly from day one: the Municipal Services District for permits and inspections, the Kearns Improvement District for water and sewer, the Oquirrh Recreation and Parks District for the pools and the park.
- Read the tax notice in full. It stacks the city rate on top of the county, the school district and the two special districts, so the city line is only one part of the bill.
- Walk the block twice at the hours you would actually be home. This is a flat grid the Army laid out in 1942, and what a street backs onto, a park, a school or an arterial, changes over short distances.
