The water Naples

The only named watercourse inside the city limits

Ashley Creek, and the summer it set the rules.

It clips the eastern side of Naples for about two miles, it feeds 38 turnouts on the Ashley Central Canal, and about 1,600 acre feet a year goes from its springs into the taps of three communities. In April 2026 the district that sells that water rewrote the rate card to make a green lawn a deliberate decision. Here is the whole water picture, dated.

Two miles of creek across the eastern side of the city.

Ashley Creek is the only named watercourse inside the Naples city limits. It rises in two forks near Leidy Peak in the Uintas, comes down through Ashley Gorge, and reaches the valley floor northwest of Vernal, where a large part of it is immediately taken up by canals and municipal pipelines. What is left runs southeast across the valley, clips the eastern side of Naples for roughly two miles, and carries on to the Green River.

That geography is worth stating precisely, because it is easy to get wrong. Checking the National Hydrography Dataset flowlines against the 2020 Census place boundary on 7 August 2026, the creek enters Naples near the north edge, tracks southeast, and leaves at the southeast corner. It does not run through the middle of town, it is not a public amenity, and there is no riverside path. Most of its length here is private ground, irrigation works and ditch bank.

The ditches, though, are everywhere. The dataset also shows canal and ditch segments through the city alongside a network of unnamed streams, which is what an irrigated valley floor looks like from above. Every one of them traces back to the same creek, and in a good spring the whole eastern end of Naples still sounds like the reason it was once called Frogtown.

Where the tap water comes from


Not from the city, and not from the same place as Vernal's.

This is the least glamorous and most consequential fact about a Naples address, and it decides a household bill in a way the property tax rate never will.

Naples City does not sell water. Culinary water and sewer for Naples come from the Ashley Valley Water and Sewer Improvement District, a separate special service district which, per the city's own general plan, serves all of Uintah County except Vernal City. Vernal runs its own municipal system. That single split is the reason two houses three miles apart in this valley can get very different bills for the same amount of water.

The district is not a small operation. The 2021 general plan puts it at more than 5,000 service connections and over 160 miles of culinary water line, with a sewer system of more than 80 miles of line, over 1,200 manholes, five lift stations and two siphons, the lift stations and siphons being what makes service possible at the higher ground. Not all of that lies inside Naples, but a large share of the city sits on it.

Behind the district sits the creek and the federal storage on it. Steinaker Dam, the storage feature of the Bureau of Reclamation's Vernal Unit, sits about three and a half miles north of Vernal and impounds 38,000 acre feet. Its service canal runs 11.6 miles south into existing canals and ditches to supply supplemental irrigation water to roughly 14,781 acres. When there is room, nonproject Ashley Creek flows can be held there temporarily to take the edge off a flood peak. So the same reservoir is both the valley's buffer against a dry year and part of its defence against a wet one.

Rates, boundaries and service availability all change at the parcel rather than at the street, and a house on the edge of a subdivision can be on a different arrangement from the one next door. Confirm the actual provider and the actual connection for a specific address with the district on 435-789-9400 and with the city before an offer, not after.

The summer of 2026


A rate card written to make a lawn a decision.

On 29 April 2026 the Ashley Valley Water and Sewer Improvement District held a public rate hearing on drought, water allotments, restrictions and summer rates, and its board adopted a conservation rate structure. The design is deliberate and it is not a straightforward increase: the base was lowered so that a careful household pays less, and the price of heavy outdoor use was raised until it hurt.

The published structure runs 20.50 dollars for the first 6,000 gallons, then 2.50 per thousand for the next ten thousand, and 22.00 per thousand once a household passes 32,000 gallons in a month. At that top tier a month of 32,000 gallons works out around 307 dollars against roughly 86 under the district's normal card. Reported comparisons in the same valley put Vernal City at 2.83 per thousand over a 43.80 minimum and Maeser Water Improvement District at 2.26 to 4.16 per thousand over a 32.50 base.

The rates were adopted to be temporary, with a reduction planned for 31 October 2026 unless conditions allowed an earlier date, and the district said funds raised would go back into the system to buy additional water rights or shares or to improve the distribution network. By late July households were describing bills several times the previous summer's, in some cases for the same number of gallons, and reported district usage was down by about a third against 2025. The district's own manager, Ryan Goodrich, put the target for a quarter acre at about 3,000 gallons a month, and described the result in plain terms: it will not be green, it will not be pretty, but it will survive.

Every figure in this section is dated and none of it is a quotation for your address. The structure was adopted on 29 April 2026 with a planned reduction on 31 October 2026, and reporting on it dates to late July 2026. Rate cards on a conservation footing move with the water year and this one was written to. Get the current schedule from the district itself at ashleywatersewerut.gov or on 435-789-9400 before you build a household budget on any of it, and ask specifically what your address's tier structure looks like rather than what the valley's average is.

The base went down and the top tier went up nearly ninefold. That is not a price rise, it is a message.

The other half of the year


The same creek runs at four thousand three hundred in a big spring.

A drought page is only half the water story here. Ashley Creek is a snowmelt stream on a high range, and the difference between its low and its high is the largest number on this page.

At the gage on the lower creek near Stewart Lake, discharge has ranged from 0.03 cubic feet per second in late summer to 4,300 during spring runoff, with an annual mean of 67.5 over the decade from 1992 to 2001. That is a creek that essentially disappears in August and moves like a river in May, which is the normal behaviour of a Uinta snowmelt stream and the reason the valley built storage on it in the first place.

Naples City knows where its exposure is. Its 2021 general plan says land use is constrained mainly to the south and east of the city, and names the two reasons as expansive soils and the potential for flooding. Using data from the USDA Forest Service and FEMA it counted roughly eight percent of the city's dwelling units inside hazard risk areas, holding 137 residents, 149 jobs and 429 acres. The plan also notes that FEMA was at that point developing new floodplain modelling and mapping, and states the consequence directly: the recalculation of flood potential could have a significant impact on many properties.

Separately, the valley is spending real money on the problem. NRCS and Uintah County issued a Finding of No Significant Impact on 25 May 2023 for the Ashley Valley Watershed Flood and Irrigation Project, an installation costing 19,601,669 dollars of which about 15,958,041 was to come from NRCS. It builds two debris and detention basins for the Coal Mine and Yellow Hills sub basins in the foothills of Little Mountain about 4.3 miles west of Vernal, pipes 9.6 miles of the Ashley Central Canal with 6.3 of that pressurised, and adds three miles of recreation trail. Naples City is a named beneficiary. Note the geography honestly: the basins are on the far side of the valley from here, and what reaches Naples from this project is canal efficiency and trail.

Downstream, and it is downstream


What the creek carries after it leaves this valley.

Ashley Creek reaches the Green River just south of Stewart Lake Waterfowl Management Area, near Jensen, which is fifteen or twenty minutes east of Naples rather than anywhere in it. Stewart Lake covers more than 500 acres, was set aside by the state in 1936 for waterfowl habitat and is managed by the Utah Division of Wildlife Resources. At least 209 bird species use the area, and the Green River at the mouth of the creek is habitat for the endangered Colorado pikeminnow and razorback sucker.

It also carries one of the better documented contamination records in this part of Utah, and it is worth knowing rather than worth alarm. Selenium occurs naturally in the Cretaceous marine shales under this country, and water moving through them mobilises it. Federal reconnaissance work found selenium in the lower reach of Ashley Creek running between 25 and 75 micrograms per litre, and later study attributed roughly 85 percent of that load to leakage from the Vernal sewage lagoons, built in 1981 on Mancos Shale on the hills east of the creek. Utah's health department issued an advisory limiting human consumption of fish and waterfowl from the area on 26 September 1988.

Remediation followed, directed by the federal National Irrigation Water Quality Program. The subsurface irrigation drains that were the main selenium source to Stewart Lake were extended to the Green River in 1997 and 1998, flow control structures were installed at the lake's inlet and outlet from 1999, and a pipeline delivering good quality water from Brush Creek was completed in 2001. The published record on all of this dates to a USGS fact sheet, so treat it as history rather than as a current condition report, and take any question about today's water quality to the Utah Division of Water Quality and the Division of Wildlife Resources.

None of that is a Naples tap water story, and the distinction matters. The selenium record concerns the lower creek and the wetlands near Jensen, downstream of this city, and it concerns fish, waterfowl and sediment rather than a municipal supply. Naples drinking water comes from the Ashley Valley Water and Sewer Improvement District through the Ashley Springs pipeline, which is a different intake at the other end of the valley, and the district publishes its own consumer confidence report. It varies more than almost anything else in this valley. At the gage on the lower creek near Stewart Lake, discharge has ranged from 0.03 cubic feet per second in late summer to 4,300 during spring runoff, with an annual mean of 67.5 over 1992 to 2001. That is the normal behaviour of a snowmelt stream off a high range. Steinaker Dam, three and a half miles north of Vernal, impounds 38,000 acre feet and can temporarily hold nonproject Ashley Creek flows to reduce flood peaks when there is room.

There is a documented record, and it concerns the lower creek and the wetlands near Jensen rather than Naples. Federal studies found selenium in the lower reach running 25 to 75 micrograms per litre and attributed roughly 85 percent of that load to leakage from the Vernal sewage lagoons, built in 1981 on Mancos Shale east of the creek. Utah's health department issued a fish and waterfowl consumption advisory for the area on 26 September 1988, and remediation ran from 1997 to 2001. Treat the published account as history and take current questions to the state.

Four things, and all of them have published answers. Which FEMA flood zone the parcel sits in today and whether that panel is being redrawn. Whether irrigation or ditch shares attach to the land and whether they convey with the sale, because in this valley they often do not. Whether a ditch, lateral or drain crosses the parcel and who holds the right of way and the maintenance duty. And whether the address is on the district's water and sewer or on a private well and septic, which changes at the parcel rather than at the street.
