The water New Harmony
An 1865 canal, a militia camp, and four companies later
The Town Ditch, and the water that made this valley green.
Three years after the fort dissolved, a town of 225 people cut six miles of canal for three thousand dollars, gathering four creeks and springs into one ditch, partly to water a militia camp. That water still runs. It is now split across four separate companies, and the reservoir at the bottom of the valley has been leaking for years.

Three years after the families walked out of the collapsed fort and started again on higher ground, they built a canal. The New Harmony Irrigation Canal went in during 1865 at a cost of three thousand dollars: six miles of earthen ditch, six feet wide and three feet deep, hand cut across a valley by a town that had roughly two hundred and twenty five people in it.
It gathered water from four sources at once, which tells you how thin any single one of them was. Ash Creek, Kanarra Creek, Spring Creek and Big Spring all fed it, and it carried the combined flow to the settlement and out onto the farm ground around it. That canal is the reason there is a green valley here rather than a dry bench, and its descendant, the Town Ditch, is still owned and maintained by the New Harmony Reservoir and Irrigation Company.
There is a second reason it was built, and it is the one nobody expects. The canal was also intended to supply the Southern Division of the Utah Militia, which camped at Harmony Flats for its fall training in 1866 and in 1867 during the Black Hawk War. A militia brought its training camp up to five thousand three hundred feet for the same reason people drive up here in July now, and the town cut a ditch to water it.

What it turned into
Four water companies in one small valley.
A hundred and sixty years later this valley still has no single water utility, and that is the most consequential thing about it. Four separate culinary systems serve it: the Town of New Harmony, Harmony Heights Water Company, Harmony Farms and Mountain Springs Water Company. Which one serves a given address depends on where the address is, and plenty of parcels are served by none of them and run a private well instead.
Harmony Heights is the clearest illustration of what that means in practice. It sits entirely outside the town limits despite carrying a New Harmony postal address, it runs on a single well and pump feeding an 80,000 gallon and a 104,000 gallon tank on a hill in the middle of the subdivision plus a smaller buffer tank at the edge, and it serves Harmony Heights phases one through three, Flint Ridge and a handful of homes along the road. Phase one runs on six inch mains and phase two on eight inch. It is built toward ninety connections and it is not there yet.
That is a small system by any measure, and small systems have small system problems and small system economics. The county's own general plan has recommended, for years now, considering a unification of the various water systems in the valley into a single district with professional management and operation. It has not happened.

The single most expensive mistake available in this valley is assuming that one of these answers tells you the other. It does not.
Sources differ on how many homes Harmony Heights actually serves. The company's own pages have described the count as 64, 67 and 70 at different times, which is what growth looks like on a small system rather than a contradiction. The figure to work from for any specific parcel is whatever the company says today, not what a page said last year, and the same goes for its connection fees and its rules on new service.
What changed recently
Ash Creek flooded on Christmas Day 2025 and took out a pipe.
Four days of heavy rain over the Christmas period of 2025 put Ash Creek up, and the flood ruptured one of the two parallel water pipes that run under the creek to serve part of the Harmony Heights system. Only one of the two broke. It was isolated, and the homes on that side kept their water through the remaining pipe, which is exactly the outcome redundancy exists to produce.
It is worth sitting with the shape of that story for a moment. The same creek that dissolved the walls of Fort Harmony over twenty eight days in the winter of 1862 came up again in the winter of 2025 and broke a water main. A hundred and sixty three years apart, the same drainage, the same season, the same kind of storm. Ash Creek is the reason this valley is here and it is periodically the reason things in it stop working.
For a buyer the useful lesson is not that the valley floods. It is that infrastructure out here is owned by small local entities with small local budgets, and that how a particular system is built, whether there is a second pipe, a second well, a second tank, is a real question with a real answer that somebody can tell you if you ask.

The reservoir at the bottom
Ash Creek Reservoir has been leaking for years, and there is now a pipeline about it.
Down at the eastern edge of the valley, beside the freeway, sits Ash Creek Reservoir. It covers roughly fifty five surface acres at about four thousand seven hundred feet, and the county's own land analysis counts three hundred and twenty acres for it including the ground around it. It has been losing meaningful water to seepage for years, which in a basin where the plan says outright that the limited amount of water available will determine how much development happens is not a small problem.
The answer that has been built is regional rather than local. The Washington County Water Conservancy District's Ash Creek Project, at roughly ninety four million dollars, runs a pipeline of about nineteen miles from this reservoir down to the new Chief Toquer Reservoir near the Anderson Junction interchange, capturing water that was soaking away here and delivering it somewhere it can be held. Utah State Parks took over management of the new reservoir in July 2026.

What it adds up to
The water is the ceiling and the county has said so in writing.
Read the general plan for this valley and one sentence keeps coming back in different words: there is a limited amount of water here, and it will determine the extent to which development takes place. That is not an environmental sentiment. It is a planning constraint that has been written into a county document for decades and it explains the shape of everything around it, from the five acre density to the fact that hundreds of platted lots have never been built on.
When the county surveyed residents for its update, drinking water quality and service came back as one of the highest rated things in the valley, with more than half of respondents giving it full marks, alongside garbage collection and the postal service. People here are not unhappy with their water. They are simply near the end of it.
The interesting tension is that the town's oldest infrastructure, the 1865 canal and the Town Ditch, is still working, and the newest infrastructure, a ninety four million dollar pipeline, is designed to take water out of the valley rather than bring more into it. In 1865, at a cost of three thousand dollars. Confirm which company the shares are in, how many come with the property, and whether the deed actually conveys them, before an offer rather than after. Culinary service is a separate question again.
Washington County's general plan for this valley says plainly that there is a limited amount of water here and that it will determine the extent to which development takes place. The plan counted existing valley water at 2,419 acre feet underground and 1,447 acre feet of surface water. That constraint, written into a county document for decades, is the reason for the five acre valley density and a large part of why hundreds of platted lots have never been built on.
It has been recommended but not done. The county's general plan for the valley includes a policy suggesting consideration of unifying the various water systems into a single district with professional management and operation, and separately raised the idea of a special service district covering the whole valley including the town. Neither has happened, and four separate systems still operate independently today.
