Moving to West Bountiful, Utah

West Bountiful is a small city in south Davis County. Centerville is on the north, Bountiful is on the east, and Woods Cross is on the south. The city’s own plan says the only room to grow is to the west. By the 2025 Census estimate, 5,931 people live here. The 2020 count was 5,917. The yearly estimates peaked at 6,039 in 2022 and have eased since, so the number is flat. The city covers about 3.3 square miles and is about 2 miles across each way. The Census counts Davis County in the Ogden metro area.

The ground is flat, at about 4,230 feet. The whole city rises only about 120 feet. It runs from about 4,210 feet on the west flats by Legacy Parkway to about 4,330 feet on the 500 West strip. That is old lakebed, not a hillside town. The Wasatch Mountains stand to the east, above Bountiful.

The city crosses I-15. Most homes sit between I-15 and Legacy Parkway. The stores sit just east of the freeway, along the west side of 500 West. Costco, Lowe’s, and The Commons are there. The city’s plan says the freeway sets the stores apart from the rest of the city. The neighborhoods topic walks through each area.

Farming came first. James Fackrell and other settlers took up farm ground from 1848. Homesteaders paid “one dollar an acre” in those years. The land was swampy, with small creeks and artesian wells. In the 1920s a farmer named George Mann brought home onion seed. From 1928 to 1938, 200 to 300 train loads of onions left town each year. So 800 West became Onion Street. It is now the West Bountiful Historic District, listed on the National Register in 2004. The district runs along 800 West from 400 North to about 1350 North.

West Bountiful became a town on December 27, 1948, and a city on November 2, 1962. FrontRunner commuter rail and Legacy Parkway both arrived in 2008. City Hall is at 550 North 800 West, in the middle of the historic district. It was built in 2006.

One big plant shapes what a home search looks like here. The HF Sinclair Woods Cross Refinery is inside West Bountiful, at 1070 West 500 South, at the south end of town. The name says Woods Cross, but the plant sits in this city. The city’s plan notes that 800 West runs through its property. The company counts about 45,000 barrels of oil a day. The city runs its own police department, staffed 24 hours a day. South Davis Metro Fire answers fire and medical calls. There is no fire station and no post office inside the city. The city also owns and runs Lakeside Golf Course.

Here is the honest take. West Bountiful is a small, flat city with real room between homes. The stores are across the freeway, and downtown Salt Lake City is about 16 minutes south. The ground, the plant, and a city line that weaves with its neighbors all need homework. I did that homework, and it is on this page.

West Bountiful has four true seasons. Summers are hot and dry. Winters are cold, with snow from November through March. Spring and fall are mild. No weather station sits inside the city. These are NOAA’s official 1991 to 2020 normals from the Farmington 3 NW station, about 9 miles north. It is on the same flat ground. These are long-run averages, not today’s readings.

Rain and melted snow add up to about 21 inches a year. May is the wettest month, with about 2.7 inches. July is the driest, with about 0.7.

Frost dates matter if you garden. The last spring freeze is usually around April 19. The first fall freeze is usually around October 19. That leaves a frost-free season of about 181 days.

West Bountiful gets about 50 inches of snow in a normal year at the Farmington 3 NW station. That is a little less than Salt Lake City and Bountiful, and well under Logan. NOAA marks the snow normals as provisional, so treat the number as a guide.

January is the snowiest month, with about 16 inches. February brings about 11.5 and December about 10. November adds about 6.5 and March about 4. April gets under 1 inch. From May through September there is none.

About 17 days a year stay below freezing all day. No gauge sits in West Bountiful, so the station number is the best guide there is.

Summers are hot and dry. A normal July afternoon reaches about 91°F. That is a few degrees cooler than Salt Lake City, and a little warmer than Logan. Nights fall to about 64°F, so the house cools off after dark.

Hot days are common. A normal year has about 56 days at 90°F or hotter. Days at 100°F or hotter are rare, about 4 a year. August is a little cooler than July, with highs near 89°F.

Wind is not a daily issue here, but one storm is on the record. On December 1, 2011, a strong east wind blew down off the mountains. NOAA’s storm record puts the top gusts at 102 miles an hour in Centerville, 92 in West Bountiful, and 86 in Farmington. Where the wind was strongest, almost all homes had damage to roofs, fences, or siding.

In January 2012 the governor signed an order that named West Bountiful among the hardest hit cities. It named Centerville, Bountiful, Farmington, and Kaysville too. I cannot give you a usual wind direction or a yearly count of windy days for West Bountiful. I would rather say that than guess.

Yes, West Bountiful can get inversions. An inversion is when cold air gets trapped near the ground under a lid of warmer air. On calm winter days, haze builds in that trapped air. A storm usually clears it out. The whole city sits on flat ground, so no part of it rises above the haze.

Ozone and fine particles

Davis County is part of the Northern Wasatch Front area for the 2015 ozone standard. EPA lists the area as Serious, so it does not yet meet that standard. In April 2026 EPA proposed to undo that Serious label. That change is not final. Ozone is a gas that forms on hot, sunny days, so it is mostly a summer problem.

For fine particles, called PM2.5, the Salt Lake City area, which includes Davis County, became a maintenance area on December 19, 2025. That means it now meets the standard and has a plan to keep it that way. Hazy winter days can still happen.

Here is what I would do. Check the air each day on the state’s air quality site, the way you check the weather. Drive the street you like on a gray winter weekday, not just a blue sky Saturday. Note how far the home sits from the refinery. The before you buy topic has the distance and the history.

Housing is the biggest cost of living in West Bountiful. The glance box at the top of this page shows the latest typical home value, from the U.S. Census. That is a five-year average of what owners say their homes are worth. It is not a sale price. Sale prices move faster, so price a home against recent sales of similar homes nearby.

The city sends one utility bill. It covers culinary water, garbage and recycling, and storm drain. Culinary water means the water you drink and cook with. The bill is mailed in the first week of the month and is due on the 25th. A new account needs a $50 deposit. You can set up auto-pay online. An extra garbage can costs $11.00 a month, and an extra recycling can costs $4.50.

Some costs come on their own bills. The South Davis Sewer District charges $27 a month for sewer and bills in January and July. Power comes from Rocky Mountain Power, not from Bountiful’s city power system, and gas comes from Enbridge. The utilities topic says who sends each one.

Yard water is the one to ask about. Most homes get it from Weber Basin’s secondary water system. A few areas use Bountiful Irrigation District. About one home in ten has none, by the city’s 2022 plan. So ask which service reaches the lot.

The big stores are in town, including Costco and Lowe’s. The supermarket run is to Bountiful, and the shopping topic has the stores. I can run the numbers side by side for West Bountiful, Bountiful, Woods Cross, or any towns you are weighing.

Four taxes matter most when you move here. They are sales tax, state income tax, property tax, and the city’s own share of the property tax bill. The table shows each one for West Bountiful.

The new 0.20% county sales tax passed on September 15, 2026. The county says it is meant mainly for transportation and public safety. It does not apply to groceries.

Utah gives a tax break on the home you live in. A primary home is taxed on 55% of its market value, not the full value. The home must be lived in at least 183 days a year. A short-term rental or an empty home does not qualify. From January 1, 2027, a new owner must apply for the break when ownership changes. Ask about it at closing.

For 2026 the City Council adopted the certified rate, 0.001372, on June 16, 2026, by a vote of 5 to 0. The certified rate is the one that would bring in the same money as last year. A city must hold a Truth in Taxation hearing before it raises taxes. West Bountiful held none, because it did not raise its own rate in 2026. The 2025 rate was 0.001368, so the rate barely moved. Woods Cross next door set its 2026 rate nearly half higher than its certified rate.

Your bill also carries the Davis School District, which takes the biggest share. The county, Weber Basin, South Davis Sewer, South Davis Recreation, South Davis Metro Fire, and a few other districts take the rest. The mix of districts changes a little by tax area.

The county mails a value notice near the end of July and a tax notice around November. Cars pay an age-based fee at registration in place of a yearly property tax on the car. Davis County also requires an emissions test for most cars. The first 90 days topic has the steps.

The glance box at the top of this page shows the latest typical home value for West Bountiful, from the U.S. Census. That number is what owners think their homes are worth, averaged over five years. It is not a sale price. Watch the trend over a few months, not one number.

Most people here own. About 87% of occupied homes are lived in by their owners. About 92% of homes are single-family houses on their own lots. Townhomes are about 5%, and mobile homes are about 3%. The Census estimate shows no apartment buildings. The city’s plan says most of its few duplexes sit on or near 800 West.

Most homes were built in the 1970s and 1980s. The median home was built in 1981, and about 63% date from 1970 to 1989. About a fifth were built in 2000 or later. About 5% date from 1950 to 1969, and about 6% from before 1950. The farm-era houses sit on 800 West.

The city sets lot sizes by zone. The A-1 zone needs one acre. The R-1-22 zone needs half an acre. The R-1-10 zone needs 10,000 square feet. A separate Agricultural Specialty district also needs one acre, and it aims to keep open land and farming. Check the zone for any lot, because it sets what you can build and keep there.

Farm animals are allowed by a points rule that ties to lot size. It works in all four home zones. Each acre gives 100 points. A horse or a cow counts 40 points and needs at least 0.4 acre. Sheep and goats count 20 points. Chickens, ducks, and rabbits count 4 points each. Check the lot and its zone before you count on animals.

Which city is this address in?

West Bountiful shares ZIP code 84087 with Woods Cross. Many West Bountiful doors on 500 West print a Bountiful 84010 address. That includes Cafe Rio, Cubby’s, Petco, and Michaels. The centerline of 500 West is the Bountiful line. The west side is West Bountiful, and the east side is Bountiful.

The Woods Cross line follows 500 South and jogs back and forth across it. The city’s own plan says this makes service “somewhat confusing.” Never trust a printed address to name the city. The city that holds the parcel sets your tax bill, your utility bill, and your police and fire service. The partner agent checks the city on the county parcel record before you make an offer. A home’s school depends on its exact address. The schools topic lists the schools that serve the city. The overview tells which towns touch West Bountiful, and the nearby topic gives drive times. The biggest idea is a west-side housing concept, and it is only a concept. The city’s page calls it “conceptual and preliminary.” No application had been filed as of October 13, 2026. The city’s June 29, 2026 slides showed two areas on the west side, about 174 acres in all. They showed a mix of lots, townhomes, and condos, plus a large park. Steps still ahead include a development agreement, annexation, and zoning changes. Annexation means adding land to the city.

Ivory Homes and Cirrus Group showed updated concepts at a city work session on October 6, 2026. The city also drafted an annexation policy plan. It looks at land on both sides of Legacy Parkway. It was set for public hearings in late October and November 2026.

Building that is happening now is smaller. Small subdivisions are adding lots. Belmont Farms has phases of 11 and 8 lots, and Highgate 2 is adding homes. A three-lot split was proposed on Pages Lane. The city is also working on rules for backyard cottages. That is the plain name for a small second home on a lot.

If a builder is involved, builders often cover the buyer agent fee, and your agent puts that in writing before you sign. Buying new works differently from buying a resale home, so read how it works before you tour.

Before you fall in love with a lot

1. The lot zone and the animal points.The zone sets the lot size and what you can keep. The housing market topic has the rules.
2. Secondary water.Ask which service reaches the lot, or whether it has none.
3. Soils and liquefaction.Almost the whole city is on the mapped high list. A geotechnical report is the first paper to ask for. The before you buy topic has what the map shows.
4. The FEMA flood map.Look up the exact lot, mainly on the west flats.
5. The utility line.A power and gas route crosses the west side, where building is limited.
6. Noise.Stand on the lot when the freeway, the parkway, and a train are going.

Every town has its own list of things to check. None of these should scare you off. They are the questions I would ask about any West Bountiful home. A map or a test can answer each one for a single address, so check them one home at a time.

Start with the ground. Liquefaction is when shaking turns wet, loose ground soft, like a liquid. On the state map the county has adopted, practically the whole city is rated high. About 96 of every 100 points checked are high. That includes City Hall, the refinery, and Lakeside. Only the higher ground of the 500 West strip east of I-15 is rated moderate. For an addition or a new house, ask for a geotechnical report. That is an engineer’s study of the ground.

The state also maps a small old lateral spread on the southwest flats. That is a sideways ground failure from an old earthquake. It is the same mapped feature that underlies most of Woods Cross. No mapped fault crosses West Bountiful. The nearest trace ends about a mile south of City Hall, in Woods Cross. The main fault is about 2 miles east, above Bountiful.

Now the refinery record, in the sources’ own words. The city’s plan calls the refinery “typically a good neighbor.” On August 30, 2012, a tank at the plant then called Holly, now HF Sinclair, sent about 8,900 gallons of oil onto a mobile home park north of 500 South. That is the Deseret News account. In 2008 a federal Clean Air Act settlement required more than $17 million in pollution controls and a $120,000 penalty. That is from the Department of Justice.

These are facts, not a verdict on any street. Drive the street and note the distance. Note which side of 800 West the home sits on. Notice the wind and the smell on more than one visit. The air quality topic tells where the air stands today.

Sort the financing before the search. The first step is to get pre-approved. That means a lender checks your finances and tells you how much you can borrow. It shows what you can spend, and it makes your offer stronger.

Knowing early how a home will finance keeps a purchase smooth. An appraisal is a professional opinion of what a home is worth, and the lender relies on it. If I am your lender, I can tell you early if a home could be hard to get a loan on. A townhome can bring its own questions, because the lender reads the recorded CC&Rs.

One loan type does not apply here. USDA loans are for rural homes. On the USDA map, every spot checked in West Bountiful falls outside its eligible area. Conventional, FHA, and VA loans are the ones to look at.

West Bountiful is a small city, and the Census counts its workers wherever their jobs are. The average trip to work is about 25 minutes (2020 to 2024). About 62 out of 100 workers drive alone. About one worker in four works from home. About 3 in 10 get to work in under 15 minutes.

Downtown Salt Lake City is about 16 minutes south. Ogden is about 30 minutes north. The Census survey found almost no one taking transit to work.

Jobs inside the city

The biggest plant in town is the HF Sinclair Woods Cross Refinery. It sits at 1070 West 500 South, at the south end of the city. The company says it handles about 45,000 barrels of oil a day. The home checks topic tells what a refinery means for a house.

The city’s own plan names its largest stores: At Home, Lowe’s, Ross, and Costco. They sit on 500 West, east of I-15. The shopping topic has the list. The South Davis Sewer District also has its North Plant and office here, at 1800 West 1200 North. Apart from these, the city is homes and farm ground.

The city itself runs its water, garbage, and storm drain services, and Lakeside Golf Course. The Bountiful City Landfill is at 1300 West 1600 North, and it takes trash from Bountiful residents only.

Jobs across the county

Davis County had about 141,500 covered jobs in March 2026 (BLS). Military jobs are not in that count. Hill Air Force Base is one of Utah’s largest employers. The base is about 20 to 25 minutes north. From West Bountiful, a worker can reach jobs across the north half of the Wasatch Front.

The state’s list of licensed hospitals in Davis County names none in West Bountiful. The closest is Lakeview Hospital at 630 East Medical Drive in Bountiful. It is about 2 miles and 7 minutes from City Hall. The state licenses it for 125 beds, and it has an emergency room.

Lakeview is a Level III trauma center. Trauma levels run from I, the most complete, to V. The big Salt Lake area hospitals are the next ring out. Intermountain Medical Center in Murray and University of Utah Hospital in Salt Lake City are both Level I. Holy Cross Hospital in Layton, the former Davis Hospital, is Level III.

West Bountiful is served by the Davis School District, which had 67,466 students on October 1, 2025. In Davis, elementary school is kindergarten to grade 6, junior high is grades 7 to 9, and high school is grades 10 to 12. The district runs 62 elementary schools, 18 junior highs, and 9 regular high schools.

One school sits inside the city: West Bountiful Elementary, beside City Hall. The junior high and high school are in Bountiful.

Going by a January 2025 copy of the district’s maps, every address tested maps to the same three schools. They are West Bountiful Elementary, Bountiful Junior High, and Viewmont High. Viewmont is about 5 minutes from City Hall.

Boundaries change from year to year. Confirm the school for any address with the district, and do not guess from a listing. I do not rate schools, and I would be wary of anyone who says which one is best. The links below go to the district and to independent sites.

Grades and counts come from the Utah State Board of Education, October 1, 2025. The school match comes from a city copy of the district maps, so zones may have changed. Ratings and boundaries come from independent third parties and the district, not from me.

West Bountiful is not a college town. No campus sits inside the city. But campuses lie in both directions on I-15.

I-15 crosses the city, and two exits serve it. Exit 316 is at 500 South, on the Woods Cross line. It is about 3 minutes from City Hall. Exit 317 is at 400 North, about 4 minutes away. Exit 319 at Parrish Lane is in Centerville.

Most homes sit west of I-15, so a drive to the freeway crosses the city. The Legacy Parkway runs along the west side of town. A paved trail runs beside it. The Union Pacific and FrontRunner tracks run through the city too.

The Census says the average trip to work is about 25 minutes. Rush hour on I-15 adds time. FrontRunner is another way north or south.

West Bountiful has no FrontRunner station. FrontRunner is the UTA commuter train. The trains pass through the city without stopping. The closest stop is the Woods Cross station at 750 South 800 West, about 5 minutes from City Hall. It has park-and-ride lots.

Trains run Monday to Saturday, with no Sunday service. They come about every 30 minutes at weekday peak times. From Woods Cross, a southbound train reaches North Temple in about 12 minutes and Salt Lake Central in about 16.

West Bountiful has no airline airport. Salt Lake City International (SLC) is the airport for all of Davis County. It is about 14 miles from City Hall, about 19 minutes by car.

The city bills for culinary water, garbage and recycling, and storm drain on one bill. The bill comes in the mail in the first week of the month and is due on the 25th. A new account needs a $50 deposit, and auto-pay is online. City Hall is at 550 North 800 West, and the phone is 801-292-4486. It is open Monday to Thursday, 7:30 a.m. to 5 p.m., and Friday, 7:30 a.m. to 3 p.m.

Moving day is only the start. Here is a short list for your first 90 days in West Bountiful, in a sensible order.

1. Start your utilitiesCall the city to open your water, garbage and recycling, and storm drain account. The sewer district bills you on its own. Then start power with Rocky Mountain Power and gas with Enbridge Gas Utah. Do this a week before you move in.
2. Ask about yard waterAsk which supplier serves the lot: Weber Basin, Bountiful Irrigation District, or none. The utilities topic tells more.
3. Get your Utah driver licenseThe Driver License Division office is at 631 North Lagoon Drive in Farmington. You need an appointment. There is a written test, and maybe a driving test.
4. Get an emissions testDavis County requires one for most cars. See the box below.
5. Register your carUtah gives you 60 days after you make a permanent home here. The DMV office is at 969 West Clark Lane in Farmington. Pass the emissions test first.
6. Register to voteDo it online at vote.utah.gov, or in person at the county clerk.

The emissions test

Davis County is one of five Utah counties that require an emissions test. Salt Lake, Utah, Weber, and Cache are the others. A car less than six years old is tested every two years. An older car is tested every year. Electric cars are exempt. You test no more than two months before your registration is due.

Under a state law that took effect October 1, 2026, the test covers most 1996 and newer cars and light trucks. The county’s web page may still show older wording, so check it. Stations set their own prices. If you bought a car in a county with no test, you have 10 days after you bring it to Davis County to pass one. Tests from other Utah programs count.

Clean-ups, parks, mail, and the library

The city holds a spring clean-up and a fall one, usually in April and October. Check the city calendar for the dates. Bowery rentals at City Park open to residents first, on the second Monday in January. The outdoors topic tells more.

There is no post office in the city, so mail and the library are in Bountiful.

West Bountiful has no supermarket. Its stores sit on the west side of 500 West, east of I-15, across the freeway from most homes. They run from about 500 South to 400 North. Costco, Lowe’s, and The Commons at West Bountiful are there. The supermarket run is next door in Bountiful.

A WinCo Foods on 500 West won a Planning Commission permit in August 2026. It is not open, and no date is set. Many doors on 500 West print a Bountiful mailing address. The areas topic tells how to check the city. For places to eat, see the restaurants topic.

West Bountiful has flat outdoor ground. The west side has a paved trail and a wetland preserve at the edge of the old lakebed. The city keeps a large park and two small ones in town. The Wasatch canyons are a short drive east, above Bountiful.

The Legacy Parkway Trail and the preserve

The Legacy Parkway Trail is paved and runs about 13 miles. It goes from the Jordan River Trail at I-215 north to Farmington, with no street crossings. It runs along the west side of the city.

Two trailheads are in town: Mill Creek and Birnam Woods. Both have parking only, with no water or restrooms. Birnam Woods is off 830 West, north of Porter Lane, about 5 minutes from City Hall. The Pages Lane trailhead sits just outside the city line. The city’s plan also shows a larger lot west of the parkway at 500 South.

The Legacy Nature Preserve is about 2,225 acres of wetland west of the parkway. It lies outside the city line, and you see it from the trail. Farmington Bay and the Eccles Wildlife Education Center, farther north, are the place for closer birding.

The city’s parks plan counts about 2.7 acres of park per 1,000 people (2018). That is less than Woods Cross or North Salt Lake. Two more city trails join the Legacy trail. The Onion Parkway Trail follows a canal from 800 West, and the Prospector Trail runs on an old rail line. With the Legacy trail, they total about 3.9 miles in town.

To rent a bowery at City Park, book online. Rentals run April 15 to October 15. Residents may book first, on the second Monday in January.

South Davis Recreation Center and the canyons

West Bountiful is one of five cities in the South Davis Recreation District. Residents pay resident rates at the South Davis Recreation Center in Bountiful, about 4 minutes away. No canyon trailhead is inside the city. The nearest is Mueller Park in Bountiful, about 13 minutes from City Hall.

Antelope Island State Park is on the Great Salt Lake. The causeway is about 35 minutes away and the visitor center about 39. The park is open every day, from 6 a.m. to 10 p.m. The fee is $15 a vehicle at the gate. A statewide annual pass needs a causeway sticker as well. The Bison Roundup is usually in late October.

No national park is close to West Bountiful. Capitol Reef is the nearest, about 233 miles and about 4 hours by map estimate. Plan a trip to any national park as a long day or an overnight stay.

Davis County has no ski area. From City Hall, Park City Mountain’s Canyons Village is about 41 minutes away, and Snowbasin is about 42. Snowbird is about 46. Alta, Solitude, and Brighton sit farther up the Cottonwood canyons.

Most Utah resorts usually open in late November. That is a target, not a promise, and it moves with the snow.

Yes, and the city owns the course. Lakeside Golf Course is at 1201 North 1100 West, about 4 minutes from City Hall. It has 18 holes, is par 71, and plays over 6,000 yards. It has been open since 1966, on about 114 acres.

The city runs it as a department. Two practice greens and a sand trap are free for anyone to use. The course runs leagues and junior clinics, and the Lakeside Grill & Cafe is on site. Residents usually get a free resident day in the fall, in October.

West Bountiful is a small city for dining. Nearly every place to eat sits on 500 West, east of I-15, between 500 South and 400 North. The one exception is the grill at the golf course, west of the freeway.

Next door

Lagoon amusement park and Station Park, an open-air center with shops and a movie theater, are in Farmington, about 12 minutes from City Hall. Downtown Salt Lake City is about 16 minutes away by car. West Bountiful has a small arts scene, and it is run by volunteers. The West Bountiful Arts Council began in 2005. On the second Friday of most months, it hosts a free concert at City Hall, from 7 to 8 p.m. There are no concerts in June, July, August, or December. The performers live in West Bountiful or have a tie to it.

The 2026 series ran from a jazz night by Viewmont High students in March to a Cowboy Poetry night in October. The Founders Day concert in September honors the city’s founders and tells how 800 West became Onion Street. The concerts are recorded and posted online.

The city’s big celebration is Independence Day, at City Park and City Hall. West Bountiful has no summer days festival. The neighbors’ calendars fill the gap, and most months have something within a short drive.

Independence Day

The celebration runs July 3 and 4. On the evening of July 3 there is a carnival, food trucks, a concert, and fireworks at City Park. In 2026 the fireworks started at 10 p.m. On the morning of July 4, a flag raising at City Hall comes first, and the parade follows.

The rest of the year

The Easter Egg Scramble is at City Park in early April. The Arts Council holds its Founders Day concert in September. Trunk or Treat is at City Hall on Halloween, usually. Christmas on Onion Street and the Santa Parade come in early December. Check the city calendar for the date.
